Issues to be discussed at VC on 17/08/2016 on All Scholarships under Central Government Schemes

Scholarships have been taken up for Direct Benefit Transfer (DBT) for some time now. This year the process for all the three types of scholarships viz. Pre-metric, Post-Metric and Merit-cum-Means has been made completely online. Unlike previous years students are exempted from scanning and




uploading any documents during online filing. In addition, they would only be required to submit hard copies of income certificate(Issued by Pradhan/Councillor/BDO/MLA/Gazetted Teacher), Aadhaar card and first page of the savings bank pass book with IFS code to the institution and final printout copy of the student after Online application. School authorities shall preserve the documents for scrutiny and re-examination upto one year. Students in receipt of scholarship from MoMA for the year 2015-16 MUST apply under RENEWAL category only. Since there is no quota for renewal applications, an all out effort should be taken to ensure that renewal applicants apply under renewal category only. List of students in receipt of scholarship for the year 2015-16 shall be shared with the district administration upon receipt of the same from MoMA for filing renewal applications. A student is eligible to apply for scholarship from any one source only. Last date for receipt of completed applications has now been extended to 30th September. Currently, the Govt. Of India has made it mandatory that:
Aadhar number of the Enrolment number should be given in the online application
Those with Aadhar numer should seed the Bank account number
Certain other constrains have come up last year which are:
Mobile number should not be the same for more than two members receiving scholarship in the same family
Bank account whether in the name of the scholarship beneficiary or jointly held with a parent should be with certain identified banks which are registered with the National Payment Corporation Ltd (NPCL) and would be deemed to be satisfactory
Separate Bank account in the name of the scholarship beneficiary is becoming necessary in view of the requirement of Aadhar and its seeding.
Since the Aadhar saturation between 5-18 years is only 62.25% in the State, a TWO-STAGE PROCESS is envisaged
2. To meet these requirements, we propose to take up the following activities in the districts:
(a) Collect basic data in a format for New/Renewal of Scholarship cases relating to Aadhar/ Bank account/ Mobile number before the student goes on-line to enter his data (Enclosed)
(b) If Aadhar Card and a satisfactory Bank account is available then KYC form of the Bank would be provided for seeding the Bank Account with the Aadhar number.
(c) Start Aadhar enrolment camps immediately at the school or a central place for cluster of schools to ensure that the students are enrolled and left out students can be further deputed to another nearby enrolment centre. It is estimated that 40 persons can be enrolled per day per Aadhar team. Based on the estimated gap in Aadhar enrolment and to complete the job in the next 45 days the number of mobile teams required would need to be estimated for the block and then of the district.
(d) If Bank Account needs to be opened then the banking agent (s) of the nearest satisfactory bank would be given the details by the BDO for doing the needful.
(e) Data entry relating to basic data of Scholarship cases would be taken up at the block level or through the CSCs of those cases for which data is complete in all respects as and when the institutions deposit the basis data forms centrally or are collected by the SI Schools. Data would need to analysed for planning Aadhar enrolement or Aadhar seeding or opening of Bank accounts at the BDO level.
(f) The entire initial process of intimating students as well as briefing them thoroughly and collecting the Basic Data formats is the responsibility of the Educational Institution. The Principal/HM/TIC shall nominate a responsible official to be designated as Nodal teacher for all purpose of scholarships including scrutiny. The Nodal Teacher shall work under direct supervision and control of the head of the institution.  District wise list of the Nodal Teachers containing name of the district, block, name of the institute, name of the nodal teacher, designation, mobile number, e-mail ID and total no of eligible minority student should be sent to State 23rd August 2016 through District Administration by email. (Action Point: Head of Institution, District Administration). School authority shall generate awareness among students about consideration of both formative and summative assessment in last academic examination and calculation thereof. (Action Point: Head of Institution)
(g) BDO with his staff would be the focal point for the administration and would need to do a thorough micro-planning to arrange the logistics of this massive exercise. They would have to have atleast 4-5 data entry operators ready for data entry. A web-based data entry module and outputs based on various parameters would be made available as lists to be downloaded by the Nodal Teacher/BDO/Bank Authority to ascertain the requirement of Aadhar enrolment/Aadhar Seeding/Bank A/C opening etc. and plan accordingly. Liaise with the SI of Schools and other officers to ensure that the Educational Institutions are collecting and sending the Basic Data forms to the BDO for data entry and to ensure that the students are organised for Aadhar enrolment or for distributing/collecting the KYC forms.
(h) District Officers would monitor and send MIS reports time to time.
3. OUTREACH Activities:-
A one day work shop on scholarship will be organised centrally on 20/08/2016 at 11 am at WBMDFC, Salt Lake with District level officers.
District will organise workshop by 23rd instant. Invitees may include BDO, Jt BDO, DI of schools (PE) and (SE), Lead Bank Manager, representatives from cafe parlours/CSC, Nodal Officer of UIDAI, DPO (SSM) etc. Action point: District Administration
District administration will publicise contact details of cyber cafe, Tathya Mitra Kendra, internet parlours etc through different IEC means.
Meeting on similar lines with representatives at the block level should be convened by 27th August 2016. Action point: B.D.O.
Awareness generation through flex, banners, placards, festoons, leaf let, pamphlet etc should be carried out at institute level, BDO office, GP office, police station, other important government offices,  places of worship, squares and corners. Models of the IEC material will be supplied which may kindly be printed at the district level. Action point: WBMDFC, DOMA, B.D.O.

WORKFLOW FOR SCHOARSHIP APPLICATION (AADHAR ENABLEMENT)

BDO calls meeting of HM/TIC/Principal & Nodal Teacher for briefing & distributes the forms (Basic Data Sheet & KYC form for Aadhar holders)
Students fill up Basic Data Sheet & also KYC form if Aadhaar is available with them.
Nodal teacher collects the filled up Basic Data Sheets +KYC form wherever applicable & hands over to SI (Schools)/ BDO representative
Nodal Teacher briefs
the Students who had received scholarship previously and also students for Fresh Scholarship cases
Students bring the Bank passbook/cheque book and Aadhaar card if available or Aadhaar enrolment receipt if available with them.







SI schools/BDO representative reviews status of  the filled up Basic Data Sheets & informs block and also transmit  to them.
